The Compromised is the designation used in recovered documents for the inner circle of Appalachian Energy & Mine Commission leadership that administered a concealed program alongside the Commission’s public mandate. The name does not appear in any Commission public record and was found only in a small number of internal communications recovered after the Commission’s dissolution.
The membership and full scope of the group’s activities remain incompletely documented. What the recovered record establishes is that this inner circle directed the concealed operations at Carraway Dam and exercised the Commission’s safety authority to seal specific sections of the Mine Tunnel Network for purposes unrelated to worker safety.
